Dear Mr. President,


The World Alliance for Transforming the United Nations wishes to express our appreciation for your invaluable leadership in chairing the Presidency of the General Assembly of the United Nations, during the present period.


We want to thank you for the interest that our letter dated March 18, 2009 has received by your Chef de Cabinet, H. E. Norman Miranda, to analyze our proposal to call a General Conference to Review the UN Charter, according to article 109, and to take action toward the installment of a World Parliament.


For this reason, we are sending the letter included below to show the support that has been provided by organizations of civil society from around the world during just the last couple of weeks. We wish to express the urgency for the United Nations through the General Assembly to organize a public forum or consultation at the UN to discuss the perspectives for implementation of this proposal.


The international community and world civil society cannot stand in the way of the evolution of international law towards enforceable world legislation and effective judicial standards and on the contrary, must achieve jointly a new legal and political international order for a more just, peaceful and secure world.

The review of the UN Charter (Art. 109) is to analyze the actual validity and effectiveness of the following items :

1. Purposes and principles.

2. Organs : General Assembly and Security Council

3. Veto procedure (veto power)

4. Functions and powers

5. Amendments

Rather than replacing UN or starting all over again, the UN review and reform or Transformation process has the essencial objective of enabling the world body to deal adequately with the urgent new challenges XXI Century.
